Well, content still has to be approved by the ESRB or whatever local ratings bodies exist, and retail has to stock it. I wouldn't be expecting a flood of AO material any time soon I would expect much cheap nasty shovelware & some obscure Japanese games to get imported & released by budget companies. Sony isn't opening the platform, removing copy protection, giving away tools etc. They're just saying "you don't have to ask us for approval on the titles you want to release".
