I'll be leaving my Xbox on with a Friends-only RS3 room up and running as a server. Team Survival, 16 players, 7 minute rounds, 7 rounds per map, and most importantly for us short-busers - no friendly fire! Don't know how it'll work, but I leave it there for you guys to play around with. Use it if it works, and post here if for some reason it doesn't (or which settings suck). Everyone that's posted in this thread is on my Friends list; hopefully those who want to join, but are not on my list will be able to be invited by one of you. I've never tested lower than 560Kbps upload, and RS3 recommended 16 players for a dedicated server. The only thing I can think of is that I'm on the the west coast and I know most of you are over on the east. Do any of the particular options in Setup effect game speed?
