What's a good PC configuration for design work

My lead designer is complaining about how slow his PC is when he's working in dreamweaver and photoshop so I told him I'd buy him a new pc so I need to know what are good specs for a pc that is used primarily for web and print design work. Believe it or not he's never used a mac so thats not an option...

 

My budget is about $2500

The only problem is that Adobe's CS suite of programs isn't native for intel, so he probably won't see any speed benefits (it will run about half the speed of a native version). It is due out in Spring of '07, but no word on whether that means March or June.

 

Personally, I couldn't work on a MacPro until Photoshop is Intel native.
